The VAT exempted goods and services have been mentioned in the FIRST SCHEDULE of the Value Added Tax and Supplementary Duty Act 2012. I have composed full VAT exempted goods and services FY 2021-22 for you.

VAT at source is not applicable from the supplies of exempted good and services. So, you have to know where the VAT is exempted. However, only to know the VAT rates will not full-fill the purpose of deducting VAT at source. Besides the Third Schedule, a separate SRO 240 has been issued on 29 June 2021 which includes all about VDS. This SRO is very important for the accounts people to comply with withholding VAT. Where the VAT is applicable and how to calculate the VAT to deduct at source during making the payment shall have to know to comply the VAT deduction at source.

However, subject to any limitation or condition specified in the notification in the official Gazette, the Government may exempt importation or supply of any goods or class of goods or rendering of any service from VAT.

The National Board of Revenue (NBR) may also by special order subject to the limitation and condition, exempt importation or taking delivery of any goods and receiving of any service for implementation from VAT against any international or bilateral agreement on reciprocal basis.
